The founder and Managing Director of Bose Consulting is Goutam Bose, who has over 27 years of central markets consulting experience. Goutam worked for Price Waterhouse Consulting in London for seven years and then spent three years as Senior Manager in charge of International Capital Markets Consulting with Ernst & Young based out of London. Goutam subsequently established Bose Consulting in 1993 to meet the demands of changes in developed financial markets as well as the many newly emerging markets across the world.
Bose Consulting uses a core expert staff and a network of experienced consulting associates to staff assignments, using the most appropriate and cost-effective resources. Our aim is always to deliver the highest quality service to the end-client. Financial Market Development – Goutam Bose, who has over 28 years of experience in developed and emerging financial markets consulting including: Securities and Commodities Exchanges, Central Securities Depositories, CCPs, Central Banks, Regulators, Banks and Brokers. Goutam has project directed and advised on some of the largest and most complex financial market projects ever undertaken by multilateral donors including the development of the Czech and Slovak securities markets and the Romanian Interbank Payment System. Goutam was the World Bank FIRST chief technical advisor on banking, payment and settlement systems for 4 years.
Exchange Strategy – Senior Exchange Strategy Consultant, who has over 25 year experience in capital markets and is currently a Strategic Consultant to the a major European Exchange on strategy and business areas. He has an impressive track record in the Exchanges market as an expert consultant, an Exchange Executive and an internationally recognised authority on capital markets and securities settlement and risk management systems.
Derivatives & Commodity Exchanges – Senior Commodities and derivatives Trading and Clearing Consultant, who spent 15 years as senior executive of LIFFE, one of the largest derivative exchanges in the world and has over 20 years experience specialising in Derivatives Market and IT strategy with a successful track record in creating and delivering trading and clearing systems and applying them to equity, commodity and derivative markets of all sectors. Recently established a Central Counterparty (CCP) in Dubai Gold and Commodity Exchange.
Bond Market Development – A Professor with who has more than 15 years of experience in teaching and research in financial sectors in the field of fixed income markets His work on bond markets and financial market development has been published in several international journals including. He has experience in interest rate and foreign exchange risk management including senior dealing and management positions at Bank of Tokyo and Credit Lyonnais.
CSD IT Development – A senior CSD Consultant with deep business and IT knowledge, who has developed three commercially successful and highly functional CSD systems from scratch over the past 20 years. The expert has a PhD in Computer Science and is one of the world’s leading experts on CSD and Registry development.
Regulation and Surveillance – A senior Regulatory Consultant, who was Head of Intelligence Management Market Surveillance Division at the London Stock Exchange. He developed surveillance systems and procedures to deal effectively with all types of capital market abuse, including insider dealing, market manipulation and wash trades, on the London Stock Exchange, and also dealt with cross market abuse. At the Bank of England he was a Banking Supervision Investigator detecting unauthorised deposit-taking business in the UK.
Participant Back Office & Settlement Systems – A senior expert in back office and clearing and settlement systems, who has over twenty five years business and IT experience in capital markets with experience of electronic trading, deal capture / order routing, middle office, clearing and settlement, repo / securities lending, reconciliations, investment accounting, derivatives operations, collateral management, outsourcing, operational risk, run-away systems, straight through processing, operational procedures and controls and process re‑engineering.
Non Bank Financial Institutions – A Senior advisor who is a specialist in advising on capital markets, investments funds, mutual funds, pension funds, bond markets, regional market integration, laws and regulations. Adviser to governments, privatisation agencies and securities commissions in more than 30 emerging and developing countries on legislation, regulation and supervision of financial markets adviser to the Islamic Finance Standards Board on development of Market Conduct standard. Former director of a major merchant bank handling IPOs and corporate takeovers. Board member of Department of National Savings, department of UK Treasury, providing savings products to 25 million small savers.
Microfinance – An Assistant Professor and Lecturer with a prestigious European School of Finance as well as visiting Assistant Professor at similar institutions in Rwanda. Has direct experience of all aspects of Microfinance includes teaching, consultancy assignments, board memberships, project evaluation, management positions (at different levels) in the banking sector and in (cooperative) enterprises. Strong interest in development issues including microfinance in Belgium and other countries.
Corporate Governance – A senior academic and consultant specialised in European Corporate Governance Training Network and Researcher. Also consulted on foreign bond market development and its role in financial sector development
Post Trade Environment – Thomas Murray Ltd – BCL is part of an advisory consortium arrangement with Thomas Murray, the world’s only comprehensive source of information on post trade markets and CSDs, including custody and CSD infrastructures for every African market. Tim Reucroft, is a director of Thomas Murray and has worked closely with Bose Consulting on several emerging market assignments.
